It was possible to close the explorer.exe with task manager but it kept returning within seconds if I didn't end the legitimate explorer.exe as well, which makes it hard to download The free trial of Kaspersy's anti-virus program works like a charm. Causing computer to run slow, IE not responding frequently. It would have been a better Driver- which allowed better resolution- but was not compatible with IE-11 My Browser would not even open!!! In my case it is IPSEng32.dll which is part of Norton anti-virus.
