I tried to dl chrome from a link on the ms help pages, but it would not stay up long enough to connect. Select the 'Internet Options' option with the mouse or by pressing 'O'. Click the 'OK' button with the mouse or press 'Tab' until it is selected and press 'Enter' once which will return you to Internet Explorer. On Windows Vista, this means that only IE9 will be supported. Then I went to step 1 and performed an IE Reset which appears to have fixed the issue.

It might be on Program Files or Program Files (x86). So maybe both the Reset and Script need to be performed to fix the issue?
